Crossrail is one of the most significant infrastructure projects ever undertaken in the UK and is currently the largest construction project in Europe valued at $20 billion. The railway development works for London and South East England includes 21 km of twin-bore tunnels under the centre of London, and eight new underground stations.
We managed the evaluation process for all categories of spend and led the debriefing process for all suppliers. We deployed a team of three full time equivalents. Our lead consultant held the position of Evaluation Manager from 2010 – 2013 and had strategic and operational responsibility for evaluation processes, standards and advising on all procurement strategies, plans and reports. Our team ensured that all Crossrail evaluations were undertaken in accordance with legal requirements and current best practice. AWARD® was used on all procurements over $32,000 from the outset.
The procurement challenge for the Olympic Delivery Authority (ODA) was unprecedented. The scale and specialist requirements, coupled with the immovable deadline for delivery, created a set of specific and unique challenges. The London 2012 Olympic and Paralympic Games programme was on such a large scale ($12 billion) and of such a high profile that it attracted huge and unprecedented interest from industry, all seeking to win contracts. In total there were over 470 individual procurement projects with over 4,600 suppliers evaluated by over 1,000 individual stakeholders.
